首先,需要建立海外風(fēng)險(xiǎn)預(yù)警機(jī)制。凡事預(yù)則立,不預(yù)則廢。應(yīng)該對(duì)海外利益拓展采取分類管理,設(shè)定風(fēng)險(xiǎn)系數(shù),通過(guò)風(fēng)險(xiǎn)評(píng)估開(kāi)展海外安全預(yù)警。對(duì)風(fēng)險(xiǎn)系數(shù)較高的國(guó)家、地區(qū)、行業(yè)進(jìn)行風(fēng)險(xiǎn)預(yù)警,減少在這些國(guó)家、地區(qū)、行業(yè)的活動(dòng),降低風(fēng)險(xiǎn);

其次,需要建立海外安全風(fēng)險(xiǎn)情報(bào)協(xié)同體系?!耙粠б宦贰睉?zhàn)略作為國(guó)家戰(zhàn)略涉及諸多的國(guó)家和地區(qū),內(nèi)容復(fù)雜,所涉及的東道國(guó)安全、政治形勢(shì)多變,各類信息撲溯迷離,需要在我國(guó)政府和駐外機(jī)構(gòu)主導(dǎo)下盡快形成多維度信息手收集、通報(bào)與情報(bào)融合分析機(jī)制,為海外利益保護(hù)提供信息數(shù)據(jù)條件;
第三,需要建立多元合作的中國(guó)海外利益安全保障力量。目前國(guó)家提出“誰(shuí)派出誰(shuí)負(fù)責(zé)”的利益保護(hù)原則,因此項(xiàng)目投資企業(yè)實(shí)質(zhì)成為主要的利益保護(hù)責(zé)任主體。然而企業(yè)自身海外利益的保障能力有限,專業(yè)力量和投入都難以為繼,建議以企業(yè)自身風(fēng)險(xiǎn)管理體系為基礎(chǔ),在外交領(lǐng)事機(jī)構(gòu)的指導(dǎo)協(xié)調(diào)下,借助各方力量,形成“官民結(jié)合、梯次應(yīng)對(duì)”的企業(yè)海外利益保護(hù)模式。

自2005年起,商務(wù)部、外交部和國(guó)資委聯(lián)文要求國(guó)企將安保費(fèi)用計(jì)入成本,并敦促后者建立安保預(yù)算制度、落實(shí)相關(guān)投入。當(dāng)前,各方也正在推動(dòng)國(guó)資委研究如何為央企設(shè)置強(qiáng)制性的海外安保支出比例。除了擴(kuò)大需求外,政府部門和安保產(chǎn)業(yè)也存在對(duì)購(gòu)買跨國(guó)安保服務(wù)的安全疑慮,呼吁以“政治可靠”為標(biāo)準(zhǔn)限制國(guó)際采購(gòu),通過(guò)“競(jìng)爭(zhēng)限制”照顧國(guó)內(nèi)產(chǎn)業(yè)發(fā)展。
