2013年進(jìn)入伊拉克開展安保任務(wù)的一個(gè)中國(guó)安保老兵,從最初的“大吃一驚”,到“心疼子彈費(fèi)”,再到后來(lái)“全部豁出去了”……他所經(jīng)歷的這段伊拉克安保之旅,映射的是中國(guó)海外安保的一個(gè)側(cè)影。

“嘣!嘣!嘣……”
外面的槍聲突然響了起來(lái),子彈到處飛射,伴隨驚慌失措的尖叫聲,人群四處避之不及的時(shí)候,有一群人卻出于好奇而不時(shí)探頭觀望。絕大多數(shù)時(shí)候,他們并不是伊拉克這片土地上大大小小槍戰(zhàn)的參與者。
在這些好奇的人中就有遠(yuǎn)道而來(lái)的中國(guó)建筑工人。“這些人聽到槍聲了,總把腦袋往外探,有些人還非要出去,攔都攔不住?!必?fù)責(zé)這些建筑工人安保工作的張兵(化名)覺得無(wú)奈,他感嘆一些來(lái)到海外高危地區(qū)開展業(yè)務(wù)的中企還是在跟國(guó)內(nèi)一樣,派出的建筑工人,甚至是保護(hù)這些工人與財(cái)產(chǎn)的安保人員也沒怎么經(jīng)過(guò)安全培訓(xùn)。
除從業(yè)人員資質(zhì)之外,背后是整個(gè)脆弱的安保體系。2015年11月20日,在西非國(guó)家馬里首都巴馬科市中心的麗笙酒店的人質(zhì)劫持事件共造成27人死亡,其中中鐵建3名高管不幸遇難。這一事件也將中企海外安保問(wèn)題推到臺(tái)前。

“出了事再解決”
在一些資深的中國(guó)海外安保人員眼里,勞動(dòng)密集型的中企依然在海外普遍存在這樣的心理:出了事再解決。比如,一位在非洲參與高鐵項(xiàng)目的當(dāng)?shù)爻qv人員告訴筆者,遇到恐怖分子,一句話,“甩開大腿跑路!”這處工地上僅僅只是請(qǐng)了一些非洲當(dāng)?shù)厝水?dāng)保安,其他安保措施為零。
安保費(fèi)用花費(fèi)高昂。這些費(fèi)用至少包含前期安全評(píng)估、人員安全培訓(xùn)、高風(fēng)險(xiǎn)地點(diǎn)營(yíng)地建設(shè)和旅行安全規(guī)范,以及整個(gè)人員、設(shè)施、武器的配備等。以大型國(guó)企海外項(xiàng)目的安保預(yù)算為例,業(yè)內(nèi)估計(jì)至少占到項(xiàng)目總費(fèi)用的1%~2%。
“專業(yè)化的安保服務(wù)并不是總是需要,一般是在高風(fēng)險(xiǎn)地區(qū)和某個(gè)時(shí)段才需要?!倍@也給一些中國(guó)公司帶來(lái)了僥幸心理,一些企業(yè)沒有安保預(yù)算,甚至沒有關(guān)心去哪里可以找到專業(yè)的安保服務(wù)。
多位業(yè)內(nèi)資深人士的共同看法是:在海外安保上,央企做得比民企好,央企中又以中石油為佳,“它的安防體系建設(shè)得最早,情報(bào)系統(tǒng)也好,因?yàn)轭I(lǐng)導(dǎo)重視。”
這還與中石油進(jìn)行的海外石油勘探多在政局動(dòng)蕩、安保風(fēng)險(xiǎn)較高的國(guó)家和地區(qū)緊密相關(guān)。以其在非洲乍得湖的一次作業(yè)為例,當(dāng)時(shí)作業(yè)區(qū)域分布著大量的武器彈藥和未爆危險(xiǎn)品,為此,中石油協(xié)調(diào)了2支掃雷排爆隊(duì)伍,以此保證作業(yè)正常進(jìn)行。

危險(xiǎn)來(lái)臨之前不會(huì)跟你打招呼
據(jù)了解,中國(guó)海外安保項(xiàng)目的一般操作模式是,中國(guó)安保人員提供最內(nèi)圍的貼身保護(hù),外圍則由當(dāng)?shù)匕脖9竞途斐謽屫?fù)責(zé)。
例如在伊拉克,通常情況下一個(gè)工地項(xiàng)目部安保分為三層:最內(nèi)層是由8名中國(guó)安保人員組成的快速反應(yīng)小組,位于中間層的是伊拉克當(dāng)?shù)氐墓蛡虮0?,站在最外圍門口的則是3到4名伊拉克警察。這種看似嚴(yán)密的安保,在現(xiàn)實(shí)中存在不少問(wèn)題?!氨镜乇0苍趰彆r(shí)常常睡覺或者玩手機(jī),只能不斷換人,雇傭的當(dāng)?shù)鼐炱鸬淖饔靡埠苄??!泵鎸?duì)這些,張兵只能苦笑。
“而且像中鐵建高管遇襲遇難這樣的事不是一次兩次了,危險(xiǎn)來(lái)臨之前并不會(huì)跟你打招呼,安保是不積跬步不成千里,平時(shí)小偷小盜不管,最后人家就會(huì)來(lái)?yè)尳贇⑷??!痹诤M獍脖H藛T的心里,安??梢砸?guī)避重大事故的發(fā)生,但許多人卻沒有真正意識(shí)到。

He laments that some Chinese enterprises that come to overseas high-risk areas to carry out business are still the same as those in China. The construction workers dispatched, even the security personnel who protect these workers and properties, have not received much security training.
In addition to the qualification of employees, the whole fragile security system is behind. On November 20, 2015, the hostage taking incident at the Radisson Hotel in the center of Bamako, Mali, the capital of West Africa, resulted in 27 deaths, including 3 senior executives of CRCC. This incident also pushed the overseas security issue of Chinese enterprises to the front of the stage.
"If something goes wrong, solve it"
In the eyes of some senior Chinese overseas security personnel, the mentality of labor-intensive Chinese enterprises is still prevalent overseas: solve problems when they happen. For example, a local resident who participated in high-speed rail projects in Africa told the author that when encountering terrorists, he said, "Get away from your thighs and run!" Only some African locals are employed as security guards on this site, and other security measures are zero.
Security costs are high. These expenses shall at least include the preliminary security assessment, personnel security training, camp construction and travel security specifications in high-risk locations, as well as the allocation of the entire personnel, facilities and weapons. Taking the security budget of overseas projects of large state-owned enterprises as an example, the industry estimates that it accounts for at least 1% to 2% of the total project cost.
"Specialized security services are not always required, but are generally required in high-risk areas and at a certain time." This has also brought some Chinese companies a fluke mentality. Some enterprises do not have a security budget, or even care where to find professional security services.
The common view of many senior insiders in the industry is that, in terms of overseas security, central enterprises are better than private enterprises, and PetroChina is the best among central enterprises. "Its security system was built earliest, and its intelligence system is also good, because leaders attach importance to it."
This is also closely related to the fact that overseas oil exploration carried out by PetroChina is mostly carried out in countries and regions with political instability and high security risks. Take an operation in Lake Chad in Africa as an example. At that time, a large number of weapons, ammunition and unexploded dangerous goods were distributed in the operation area. For this reason, PetroChina coordinated two mine clearance and explosive removal teams to ensure the normal operation.
I won't greet you before the danger comes
It is understood that the general operation mode of China's overseas security projects is that Chinese security personnel provide the most intimate protection inside, while local security companies and police are responsible for the periphery with guns.
For example, in Iraq, the security of a construction site project department is usually divided into three layers: the innermost layer is a quick response team composed of eight Chinese security personnel, the middle layer is a local Iraqi hired security guard, and the outermost door is occupied by three to four Iraqi policemen. This seemingly tight security has many problems in reality. "Local security guards often sleep or play with mobile phones when on duty, and can only change people constantly. The local police employed have little effect." In the face of these, Zhang Bing can only smile bitterly.
"What's more, it's not once or twice that the senior executives of China Railway Construction were attacked and killed. They won't greet you before the danger comes. The security is not a thousand miles away. Usually, thieves and petty thieves don't care, and eventually people will come to rob and kill." In the minds of overseas security personnel, security can avoid major accidents, but many people do not really realize it.
